Adds new clipping rectangle into a drawing (Model space block).

Parameters

hDrw
	Handle to a drawing object.
Id
	Unique number of the rectangle.
Lef Bot
	Coordinates of left-bottom corner of the rectangle.
Width Height
	Defines rectangle's size.
